Development of an OSWMP
The present application transposes the method developed in the guide into an electronic decision support tool which enables each country to develop its waste management policy considering the legal framework, operational instructions, waste treatment methods, types of waste (that may be produced during an oil spill) and the existing facilities in the country.
The present application allows each country to develop all potential sections of an Oil Spill Waste Management Plan - OSWMP, that can be consultated and updated when required. The sections of the OSWMP are outlined below:
Section 1: Introduction
- Purpose and scope
- Roles and responsibilities for oil spill waste management
- Legislative framework for oil spill waste
- Liability and compensation for waste management
Section 2: Waste designation
- Waste characterisation
- Waste sampling
Section 3: Waste minimization, segregation, temporary storage and transport
- Minimization
- Sorting
- Temporary storage on site
- Transport and tracking
Section 4: Intermediate and long-term storage
- Intermediate storage
- Long-term storage
Section 5: Waste (pre-)treatment and disposal
- Recommended treatment per type of waste
- Waste pre-treatment
Note. Some countries have already developed a complete Oil Spill Waste Managmeent Plan (as a separate document or integrated within their National Oil Spill Contingency Plan). While there are no obligations of using this application, they can use the present tool to assess their present provisions and update their plan if and when required.
